The present invention provides an organic electroluminescent device which can improve efficiency, and an organic electroluminescent display device. According to the present invention, the organic electroluminescent display device comprises: a first and a second electrode facing each other on a substrate; a first light emitting layer and a second light emitting layer formed between the first and second electrodes; a hole transport layer formed between the first electrode and the first light emitting layer; an electron transport layer formed between the second electrode and the second light emitting layer; and at least one light emitting control layer formed between the first and second light emitting layers, and having the same property with at least one of the hole transport layer and the electron transport layer.
