The present invention relates to a heat management system of a fuel cell vehicle and, more specifically to an apparatus and a method for controlling an open angle variable of a control valve which increases the quality of mass production of the vehicle according to the increase in a large output driving time (increase in a reaching time of a high temperature current limit) by maximizing exothermic performances of a fuel cell vehicle by controlling an open angle of a control valve in a thermal management system (TMS).
