The present invention discloses an initial ranging operation execution method used in a cognitive wireless network and a system thereof. According to an embodiment of the present invention, the initial ranging operation execution method used in the cognitive wireless network includes the steps of: detecting a signal received in one or more ranging sections; estimating a first time offset based on the correlation of sub-carrier indexes of a signal detected in the ranging sections; estimating a second time offset based on the correlation of multiple codes determined in advance and the signal detected in the ranging sections, and detecting an initial ranging code among the codes; and using the first time offset and the second time offset estimated in the previous steps to estimate the time offset of a terminal performing the initial ranging operation with the initial ranging code detected in the previous step.
