PROBLEM TO BE SOLVED: To improve the stability of pressure control by a turbine bypass control valve in a state in which units are coupled together.SOLUTION: A control device controls a combined cycle power plant comprising at least a plurality of units each including a gas turbine, an exhaust heat recovery boiler recovering heat of exhaust gas from the gas turbine and generating steam from a drum included therein, and a turbine bypass control valve supplying the steam generated from the drum while keeping a predetermined pressure; a steam header unit gathering the steam generated from a plurality of the drum into one; and a steam turbine to which the steam is supplied from the steam header. The control device includes a control unit controlling the turbine bypass control valves on the basis of a pressure of the steam detected by the steam header unit at a time of simultaneously activating the units.
