The present invention relates to a safety control device and a safety control method for an attachment of construction machinery. The safety control device for an attachment of construction machinery comprises: an attachment of construction machinery; an operation part turned on or off to control the operation of the attachment; and a vehicle control unit connected to the operation part and generating an operation signal for controlling the attachment as the operation part is turned on or off, wherein the vehicle control unit turns off the operation part if the operation signal is transmitted to the attachment as the operation part is turned on.
