Provided are a heating furnace device for rough milling and a temperature controlling method using the same, capable of reducing an upward phenomenon of materials by controlling a temperature in a heating furnace process for rough milling and improving productivity by improving a surface quality of the materials and preventing interference between facilities. In the heating furnace process for rough milling in a hot-rolling process, the heating furnace device for rough milling comprises: a preheating zone to preheat materials entered into a heating furnace; a heating zone to heat the materials preheated in the preheating zone at a higher temperature than the outlet temperature of the heating furnace process; and a soaking zone of heating the materials heated in the heating zone at a temperature corresponding to the outlet temperature of the heating furnace process, comprising also a service furnace arranged between the preheating zone and the heating zone to maintain the heating temperature for constant hours to reduce the temperature deviation between the upper and lower parts of the materials.
