The purpose of the present invention is to discharge functional substances charged in a cartridge rotated by the pressure of supplied water after dissolving the functional substances using water and to prevent the dissolution of the functional substances without water supply. according to an embodiment of the present invention, an eruption quantity control device using an underwater rotatable cartridge includes: an outer housing having an inlet and an outlet to allow fluid to flow in and out; an inner housing to be rotated inside the outer housing by fluid flowing in through the inlet; a stopper provided in a predetermined position on the inner side of the outer housing; a functional charging substance charged in the inner housing; a moving path provided between the outer and inner housings; and a direction maintenance unit to maintain the initial position wherein a water intake and discharge through-hole on the inner housing is placed at the top, when the inlet is closed. |
