Also, the present invention determines the mounting and overlap insertion of the temperature fuse and the conductive thin film through a contact or noncontact type insertion inspecting member installed in a transfer belt moving path before the welding operation, determines welding defects by comparing a welded portion of the TCO photographed after the welding operation with a basic image, and measures the resistance value of the temperature fuse by being in contact with both ends of the conductive thin film using a function inspection member Thus, the present invention enables the mass production of the high quality TCOs by guaranteeing the stable performance and reliability of the temperature fuse of the TCO.</p>
