PROBLEM TO BE SOLVED: To solve the problem in which a service cannot be received by card settlement without allowing a service provider to know a credit card number.SOLUTION: The management server comprises: an electronic ticket storage unit capable of storing service information having a ticket identifier for identifying an electronic ticket, a provider identifier, service content information, and price information, and one or more electronic tickets having a user identifier; a server reception unit for receiving service information and receiving a purchase instruction of an electronic ticket; a server accumulation unit for accumulating service information; a settlement processing unit for performing settlement processing by using a credit card number which becomes paired with a user identifier included in a purchase instruction; a purchase unit for writing a user identifier included in a purchase instruction; and a server transmission unit for transmitting an electronic ticket to a user terminal 3. The management server enables a user to receive a service by card settlement without allowing a service provider to know a credit card number.
