PROBLEM TO BE SOLVED: To provide a method, a device and a system for data transmission, remarkably improving transmission efficiency with a substantially reduced a data amount in air interface transmission to enable air interface resources to be saved in radio network technology.SOLUTION: The data transmission method includes: acquiring a downlink data packet to a terminal without a high layer protocol stack header, to transmit the downlink data packet to the terminal through the air interface; receiving an uplink data packet without a high layer protocol stack header from a terminal (51); encapsulating a corresponding high layer protocol stack header for the uplink data packet (52); and executing transfer (53).
