Disclosed is a method for converting an image packet according to an embodiment of the present invention comprises the steps of: obtaining image packets encoded to variable bit rates (VBR); determining a size of a conversion window based on a size of each of image packet groups to be played in unit time; comparing a size of a first image packet group from among image packet groups to a size of the conversion window; inputting first image packets included in the first image packet group in a buffer when a size of the first image packet group does not exceed a size of the conversion window; and transmitting the first image packets inputted in the buffer to a predetermined constant bit rates (CBR).
