Provided are a method and apparatus for indicating and determining to use a frequency spectrum. The method comprises: sending a first radio network identifier to a UE on a Pcell, a carrier used by the Pcell being a carrier on a non-sharing frequency spectrum; and sending a second radio network identifier which is the same as the first radio network identifier to the UE on an Scell so as to enable the UE to determine whether a communication can be performed with a network side on the Scell, a carrier used by the Scell being a carrier on a sharing frequency spectrum, and the first radio network identifier/second radio network identifier uniquely identifying a radio network operator. The present application avoids the problem of disordered scheduling performed by a network on user data, which is brought about by invalid or wrong scheduling results caused by different operators planning cells with the same Cell-ID on sharing frequency spectra in the same geographical area. |
