Video Picture Order Count (POC) coding and decoding methods and apparatuses and an electronic device. The decoding method comprises: acquiring MSB parameters and LSB parameters used in an alignment operation of POCs; determining MSB values and LSB values of a POC value of a current picture according to the MSB parameters and the LSB parameters; and calculating the POC value of the current picture according to the MSB values and the LSB values. By means of the technical solution, the problems in the related art that the accuracy in decoding and outputting multilayer video coded bitstreams is not ensured and extra overhead of network resources is increased in multilayer video coding and decoding processes are solved, it is unnecessary to add any bit field to a BL bitstream so as to implement a POC alignment-related operation, and it is unnecessary to perform any POC translational operation on pictures stored in a DPB of a layer.
