PROBLEM TO BE SOLVED: To correct the arbitrary place of an image, in the image photographed by a photographing device.SOLUTION: An image generation device generating an output image on the basis of an input panoramic image includes: parameter input means into which an output range parameter for specifying an output range in the panoramic image and a correction parameter for specifying a corrected correction place in the output image are input; and image correction means which corrects the place specified by the correction parameter of the output image. The image correction means calculates similarity between the correction place and a peripheral pixel and corrects the correction place of the output image, on the basis of the similarity and the peripheral pixel. The output image is generated from the image of the range of the panoramic image specified by the output range parameter or is the panoramic image corrected by the correction.
