SOLUTION: After applying a direct current to a solenoid 9 and locking it, an AC component is applied. Thereby, when a position of a lock pin 8 is changed, inductance of a coil 37 changes and a resonance frequency changes. Therefore, malfunction can be detected by detecting the position or displacement of the lock pin 8 from the change. Thus, as it is not necessary to provide a sensor, cost can be lowered. Also, an installation space for a sensor is not required. Furthermore, large power is not required and loss is small, as all that is required is to overlap the AC component. !
