PROBLEM TO BE SOLVED: To provide a device for reforming an object to be treated capable of manufacturing a printed matter having high image quality while suppressing cost rise, and to provide a printer, a printing system, and a method for manufacturing the printed matter.SOLUTION: The device for reforming an object to be treated lowers the pH value of a surface of an object 20 to be treated by using dielectric barrier discharge, and includes a plurality of discharge electrodes 110 arranged so as to sandwich a conveyance path D1 of the object 20 to be treated, and a counter electrode 141 arranged so as to individually or commonly face the plurality of discharge electrodes 110. Each discharge electrode 110 has a shape of a circular column or a circular cylinder, and the plurality of discharge electrodes 110 are arranged so that circular column surfaces or circular cylinder surfaces thereof face the counter electrode 141 and so that circular column surfaces or circular cylinder surfaces thereof face each other. The adjacent distance of the plurality of discharge electrodes 110 is 2 mm or less. |
