The present invention relates to an inorganic-organic nanofiber composite substrate for fast and sensitive trace analysis based on surface enhanced Raman scattering and a method thereof, and more specifically, to a nanofiber composite substrate on which aggregates of metallic nanoparticles induced by various Raman dye agents, are evenly contained with different densities inside nanofiber having characteristics of cross-linked polymer hydrogel, a production method, and applications of the same.
