PROBLEM TO BE SOLVED: To provide a Fresnel mirror which retains superior shock resistance of polycarbonate resin and offers further enhanced clarity of mirror images, and to provide a manufacturing method therefor. ! SOLUTION: A Fresnel mirror comprises; a substrate 2 made of transparent resin; a molded portion 6 having a number of fine grooves 7, each having a V-shaped cross-section, arranged on a back face side of the substrate 2; and a reflective film 8 that covers a surface of the molded portion 6. The substrate 2 is constituted by at least two resin layers comprising an ultraviolet curable resin layer 4A or a thermosetting resin layer 5A located on the back face side and a polycarbonate resin layer 3 located on the front face side, and the molded portion 6 is formed on the back surface of the resin layer 4A (5A) located on the back face side. !
