PROBLEM TO BE SOLVED: To provide a vehicle control device which can prevent the generation of a rise blow of an engine rotation speed and a clutch fastening shock accompanied by the rise blow even if a PTC heater is combined with N-idle control. ! SOLUTION: A control device of a vehicle (1) comprises: means (41) for performing N-idle control which brings an automatic transmission (9) into a neutral state while bringing a forward clutch (46) being a start clutch into a non-fastened state at a stop at a D-range; an air-conditioning unit (51) which contains a PTC heater (61), and blows air heated by the operation of the PTC heater (61) into the vehicle; and means (62) which can switch the operation/non-operation of the PTC heater (61).
