<p><P>PROBLEM TO BE SOLVED: To provide a mode information transmission replacing device, an image encoding device, an image decoding device, and a program for the devices which improve transmission efficiency of mode information in compression coding of an image. <P>SOLUTION: A mode information transmission replacing device 12 of this invention comprises: a mode information allocation unit 120 which determines allocation of mode information of a predetermined coding system to a frequency conversion coefficient of image information by frequency conversion processing; and a coefficient changing unit 125 which updates the value of the frequency conversion coefficient so as to become image information corresponding to the allocated mode information.
