The present invention relates to a surface-modified catalyst for dehydration reaction of 2,3-butanediol and a preparing method thereof. More particularly, the present invention relates to a catalyst exhibiting high activity in dehydration reaction of 2,3-butanediol since the catalyst has been surface-modified, and accordingly an acid site has been added and an acid-base balance has been adjusted, and to a preparing method thereof.
