The present invention relates to a high-phosphorus steel and a manufacturing method thereof, capable of securing excellent impact toughness by suppressing the segregating of a grain boundary of phosphorus (P) without a special dephosphorization process by controlling the creation of steel. The high-phosphorus steel comprises: 0.2-0.5 wt% of P; 0.01-0.03 wt% of C; 0.001-0.01 wt% of B; content of Ti is 5-20 times more than B; and the rest of Fe and foreign matters.
