The present invention includes a waterproofing facility wherein a non-woven fabric, a waterproofing sheet or vinyl, and a non-woven fabric are successively arranged on the bottom or lateral surface after the ground is excavated to construct an underground tank; gravel and sand stored in the underground tank on the upper side of the waterproofing facility; an outer preventing facility wherein a non-woven fabric, a waterproofing sheet or vinyl, and a non-woven fabric are successively arranged on the upper side of the gravel and sand; a raw-water intake tank sending water such as rainwater to the underground tank; and a water intake tank discharging the purified water stored in the lower part of the underground tank to the outside. The present invention provides a rainwater storing facility capable of storing water such as rainwater in voids by maintaining porosity at 40%.
