A control circuit (11) in this management device (10) sets either power-line communication or wireless communication as a primary communication-network communication method and sets the other as an alternative communication-network communication method. Said control circuit (11) sets a primary route containing one or more primary-communication-method links from the management device (10) to a meter reader (4). The control circuit (11) also sets an alternative route containing one or more links from the management device (10) to the meter reader (4). The control circuit (11) starts communication with the meter reader (4) using the primary route, and if it is detected that said communication has failed, communication with the meter reader (4) is started using the alternative route.
