PROBLEM TO BE SOLVED: To provide a battery deterioration determination device and the like that can accurately diagnose battery deterioration even if a user operates a load generation device during measurement related to battery deterioration diagnosis. ! SOLUTION: A battery deterioration determination device comprises: a characteristic value correction unit that performs correction on the basis of information on consumption current of operation performed at a load generation device using a battery and generates information on a corrected characteristic value on the basis of information on the characteristic value which is a basis on the battery when there is no consumption current; and a determination unit that determines deterioration of the battery on the basis of the information on the corrected characteristic value generated by the characteristic value correction unit, and information on the characteristic value on the battery obtained by measurement on the battery. !
