PROBLEM TO BE SOLVED: To provide a structure and a method for inhibiting lateral flow that reduce construction costs and enhance resistance against flow, by constructing an inhibition pile in a short period of time using a ground improvement body of any planar form and a reinforcing pile. ! SOLUTION: An inhibition pile 7 is constructed by forming a ground improvement body 19 behind two reinforcing piles 17 in the lateral flow direction, after installing the two reinforcing piles 17 of which the lower end reaches a load bearing stratum 3 of ground 1. The ground improvement body 19 is positioned over almost entire length in the depth direction of a liquefaction stratum 5. The ground improvement body 19 has a semicircular planer form, of which a thickness 23 in the direction orthogonal to the lateral flow direction is larger than a thickness 25 in the lateral flow direction.
