PROBLEM TO BE SOLVED: To secure contact of a signal line to flooding in an insulation coating layer. ! SOLUTION: Two cutting fixtures 39, 39 facing in a horizontal direction are subjected to pressure-welding with same depth which is slightly shorter than the thickness of an insulation coating layer 19a, on two positions which are both sides of a radial direction across a center of the insulation coating layer 19a of a signal line 19.
