In the present invention, disclosed are a device and a method for treating a medical image. According to the present invention, a medical image having a particular format type and stored in a DICOM file is extracted in a predetermined unit, and a quantization coefficient is induced. The induced quantization coefficient is divided by a quantization table of a predetermined block, for quantization. Then, medical image data are obfuscated. When the medical image is restored, the restoration is performed based on a size of the medical image data existing in the quantization table. The medical image may be restored at minimum memory capacity and improved speed, so that dependency on a medical image decoder may be minimized. The medical image of a predetermined unit is encoded through an AES-CBC mode using an AES code algorithm, so that nonselective inspection for medical image treatment is possible. When an abnormal medical image is obtained and encoding is restored, the medical image is not possible to be restored, so that encoding functions may be improved.
