A vessel position control device and method using sea water discharge are disclosed. The vessel position control device comprises: a collection pipeline to collect sea water discharged from a sea water pump installed on a vessel; a manifold whose both ends are directed towards a left and a right of the vessel and whose one side portion is connected to the collection pipeline to collect the sea water into one location; a plurality of discharge speed control units installed on both ends of the manifold to control a speed at which the sea water is discharged out of the vessel; a plurality of valves installed on the front ends of the discharge speed control units to control the sea water in the manifold to enter the discharge speed control units by opening and closing; and a control unit to control the plurality of discharge speed control units and the plurality of valves.
