A resource optimizing device 300 acquires a virtual machine image from a physical computer that is a movement source of a virtual machine, on the basis of the computer resource data, converts the acquired virtual machine image from a form of a virtualization system for the physical computer of the movement source to a form of a virtualization system for a physical computer of a movement destination, and distributes the converted virtual machine image to the physical computer of the movement destination. !
