PROBLEM TO BE SOLVED: To provide an image forming apparatus configured to prevent image degradation due to reduction in surface-layer resistance of an intermediate transfer belt. ! SOLUTION: An image forming apparatus includes: a resistance measurement apparatus 16 which measures surface-layer resistance of an intermediate transfer belt 12 by scanning in a direction of a shaft which suspends the intermediate transfer belt 12; and a polishing apparatus 17 which selectively polishes the surface layer of the intermediate transfer belt 12, on the basis of the amount of change in surface-layer resistance measured by the resistance measurement apparatus 16.
