A control device (1) according to an embodiment in the present disclosure is provided with: a storage unit (31) for storing dialogue models in which a correspondence is drawn, for queries input by a user, between questions to a user, answer candidates, and control content for various electronic equipment (50); an acquisition unit (24) for acquiring environment data on the user surroundings; a calculation unit (25) for calculating environment prediction data for user surroundings after elapse of a prescribed time when various control content is implemented for the input query on the basis of the environment data; and a selection unit (26) for selecting a question corresponding to the control content that maximizes level of comfort in the environment surrounding the user when various control content is implemented on the basis of the environment prediction data.
