The present invention relates to a safety injection tank including a passive flow controller and, more particularly, to a top gas leakage delay type safety injection tank capable of maximally reducing an early leakage phenomenon of a top gas in the tank. For this, the present invention provides the top gas leakage delay type safety injection tank which includes a top plate which is fixed on the inner circumference of the safety injection tank to be sealed, a division plate which is arranged on the lower side which is separated from the top plate with a preset distance, a bottom plate which is arranged on the lower side which is separated from the division plate, includes at least two first flow paths on one side thereof and has a center part which is connected to a cooling water discharge tube passing through the safety injection tank, and an insert plate which is arranged between the division plate and the bottom plate.
