<p><P>PROBLEM TO BE SOLVED: To smoothly shift to modulated light control while preventing bright lighting of a semiconductor light emitting device at the start of lighting, allow a light modulation operation terminal device to be electrically insulated from an alternating-current power supply and a lighting device, and supply the light modulation operation terminal device with an operation voltage with low-capacity power-supply means. <P>SOLUTION: An output of power conversion means 6 is set so as to be held at a predetermined reduced state (excluding zero output) during a predetermined period after start of lighting of the semiconductor light-emitting device 13, and an output of auxiliary power-supply means 31 is set so as to rise to an operation voltage required for light modulation control means 16 during the predetermined period.
