The present invention relates to a polymer electrolyte membrane, which is allowed to immerse a high content of ionic electrolyte and has thermal stability at high temperatures, and a secondary battery and a supercapacitor using the same wherein the electrolyte membrane is made by immersing polymers in an ionic electrolyte to immerse a high content of ionic electrolyte, wherein the immersed polymer in a copolymer structure has an aromatic ring having four hydroxyl groups located on each phenyl group in a tetraphenyl benzene structure which is a new structure and accordingly contains close-set hydroxyl groups in a molecular structure, thereby preventing damage to ionic liquid with good properties and increasing compatibility with polymers, a secondary battery and a supercapacitor with good ionic conductivity and good mechanical and thermal stability effects manufactured by using the polymer electrolyte member.
