Provided is a method for constructing a harbor quay wall structure with a rubber pad to prevent an outflow of backfilling rubble stone capable of easily installing the rubber pad to prevent an outflow of the backfilling rubber stone by embedding an anchor bolt into a concrete block in advance when manufacturing the concrete block for constructing the harbor quay wall structure and improving constructability by simplifying an underwater work of coupling a coupling nut to the anchor bolt by embedding the anchor bolt into concrete when placing concrete. The method for constructing the harbor quay wall structure with a rubber pad to prevent an outflow of the backfilling rubble stone includes (a) a step of forming a rubble-mound foundation (210) on the ground (100) to form the harbor quay wall structure and (b) a step of assembling a concrete block mold for the harbor quay wall structure and inserting the anchor bolt (240) inside the concrete block mold.
