PROBLEM TO BE SOLVED: To align the state of charge of individual batteries constituting a group battery by a simple configuration.SOLUTION: A controller 20 for controlling the charge and discharge of a group battery 12, where a plurality of batteries 11a, 11b are connected in parallel, has current detectors 21a, 21b for detecting the currents flowing through the batteries 11a, 11b, SOC detectors 22a, 22b for detecting the state of charge of the batteries 11a, 11b, and a current detecting and adjusting section 23 for detecting the current flowing into the group battery 12 and adjusting the current flowing into the group battery 12. The controller 20 is further provided with a control section 24 for controlling so that the value of a current flowing through the battery 11a or 11b, having the smallest difference from a preset target value of the state of charge, approaches substantially to zero.
