<p><P>PROBLEM TO BE SOLVED: To suppress variation in a residual potential due to repeated charging. <P>SOLUTION: There is provided an electrophotographic photoreceptor comprising a substrate and a surface photosensitive layer described below on the substrate. The surface photosensitive layer contains fluorine-containing resin particles with a resin deposited on the particle surfaces, where the resin does not dissolve in at least one kind of solvent of a hydroxyl group-containing solvent group comprising: a 1-10C alcohol-based solvent which has no aromatic ring in a molecular structure; and an aqueous medium.
