FIELD: physics; control.SUBSTANCE: invention relates to a protective control device for an actuating drive (2.1, 2.2, 2.3) for controlling or adjusting flow of gas or liquid using cut-off plates (3.1, 3.2, 3.3) or a valve, particularly in apparatus for heating-ventilation-air conditioning (HLK), fire safety and/or protection of buildings. A safety circuit (9.1, 9.2, 9.3) is designed such that during breakdown or failure of the electric power supply circuit (8.1, 8.2, 8.3), it ensures power supply in emergency mode. A circuit (1.1, 1.2, 1.3) for outputting a default value detects status signals, particularly sensor (11.1, 11.2, 11.3) signals and/or setting status parameters and/or a given position of an actuated manual adjustment mechanism.
