The present invention constructs a cut-and-cover arch-ramen type tunnel by comprising: (S10) a frame installation step comprising a first hydraulic jack and a second hydraulic jack; (S20) a structure seating step of seating a structure to the second hydraulic jack; (S30) a structure center connection step of connecting a center part of the structure; (S50) a structure installation step of installing the structure in a desired place; and (S60) a frame conveying step of conveying the frame. The method to construct the arch-ramen type tunnel improves work efficiency and workability.
