The present invention relates to a jig device to manufacture a boiler and burner panels. In order to manufacture the boiler and burner panels composed of tubes and fins, the jig device comprises a restriction jig to restrict the position of the tubes and the fins. The restriction jig comprises groove parts separated from each other to insert the tubes, and connection parts to connect the groove parts to each other on which the fins are arranged. Accordingly, the present invention facilitates fixation of the bending tubes using the restriction jig, the welding to the tubes, and the fins to improve efficiency; thereby improving productivity.
