Each of a plurality of sensor nodes (102) determines whether a management server (101) is in a first state in which the management server (101) is performing sensor data transmission requests including the local sensor node (102) or in a second state in which the management server (101) is performing sensor data transmission requests excluding the local sensor node (102). If having determined that the management server (101) is in the second state, the local sensor node (102) then determines whether a predetermined difference exists between a predetermined value and a measurement value of a sensor included in the local communication node. This predetermined value is a measurement value that is received from one of the plurality of sensor nodes (102) other than the local sensor node (102) and that is of a sensor included in the one of the plurality of sensor nodes (102) other than the local sensor node (102). If having determined that the predetermined difference exists, the local sensor node (102) then wirelessly transmits a communication signal that notifies the management server (101) of the existence of the predetermined difference.
