a startup condition acquisition unit to acquire a startup condition of each one of multiple program modules; a determination unit to determine a startup order of starting the multiple program modules by multiple CPU cores based on the startup condition of each one of the multiple program modules; a startup unit to start up at least one of the multiple program modules that is executable in the startup order using the multiple CPU cores; an updating unit to update load information that indicates multiple CPU core load on the multiple CPU cores that changes during the startup process; and a limitation unit to limit startup of the executable program module by the multiple CPU cores based on the load information updated by the updating unit.
