<p><P>PROBLEM TO BE SOLVED: To provide a packaging bag which has an inner cover made of a sheet material, is useful for saving resources and reducing the volume of garbage, and enables packing work to be facilitated. <P>SOLUTION: The packaging bag 1 includes: a bag body 10 formed into a bag-like shape by using the sheet material so that the upper side portion of the bag body can be opened; and an inner cover sheet 20 fitted to the inside of the bag body 10 and made of the sheet material having a plurality of taking-out holes 21. A left side adhesion area 13 and a right side adhesion area 14 each of which is formed by heat-welding a pair of side face sheets 12 for forming the side faces of the bag body 10 to each other, are arranged on the left side and right side of the bag body 10 respectively. The inner cover sheet 20 is disposed in the bag body 10 in a vertically twofold state. End adhesion parts 22 to be arranged on both ends of the inner cover sheet in the folded direction are thermally melt-adhesion together with the pair of side face sheets 12 in the left side adhesion area 13 and right side adhesion area 14 of the bag body 10.
