The present invention relates to a manufacturing method of a plant growth promotant by fermenting solid chitosan and a method for promoting plant growth using the same wherein the plant growth promotant is manufactured by fermenting solid chitosan with use of Rhizopus oligosporus strain, thereby having effects of promoting plant growth and conserving plants and enabling chitosan which is good to human body to be absorbed to plants.
