PROBLEM TO BE SOLVED: To provide a transparent electrode, a method of manufacturing the transparent electrode, and an organic EL element equipped with the transparent electrode capable of suppressing the reduction in surface smoothness of the transparent electrode due to ununiformity in height of a transparent conductive layer.SOLUTION: On a transparent base material 12 having a fine line structure 13, the fine line structure 13 is formed which becomes a region forming a transparent electrode after forming a functional layer 21 in a non-formation region having the fine line structure, and a transparent conductive layer 23 is formed on the functional layer 21, thereby flattening the transparent conductive layer 23.
