PROBLEM TO BE SOLVED: To solve the problem that since it is necessary for a deliverer to read a bar code applied to the mailbox of a delivery destination when delivering a delivery object, it is not possible to easily manage the delivery of the delivery object.SOLUTION: A processor includes: a generation part for generating a delivery frequency function indicating the delivery frequency of each time from the delivery records of a plurality of delivery objects; an acquisition part for acquiring a reference delivery frequency as the comparison object of the delivery frequency function; and a determination part for, on the basis of a degree of matching between the delivery frequency function and the reference delivery frequency, determining the propriety of delivery.
