In the present invention, provided are a painting type floor material, which has an thermal insulation function and a function for preventing cracks caused by change of temperatures while having an anti-slip function, a water-soluble resin binder thereof, a mortar only thereof, a mixture composition of the water-soluble resin binder thereof and a mortar only thereof and a construction method thereof wherein the painting type floor material comprises a resin binder primer layer in which an adhesive primer is painted and formed on the upper surface of blocks; a mixture layer of resin binders and mortar only for the painting type floor material in which the mixture composition of the resin binder and the mortar is painted and formed on the upper surface of the resin binder primer layer; and a coating layer which is painted and formed on the mixture layer of the resin binder and mortar for the painting type floor material.
