The present invention provides an inorganic phosphor powder characterized by being a powder in which inorganic oxide microparticles having an average particle diameter of 1 nm to 10 µm are affixed to surfaces of inorganic phosphor particles used in wavelength conversion, the amount of the affixed inorganic oxide microparticles being in a range of 0.1 parts by mass to 10 parts by mass with respect to 100 parts by mass of the inorganic phosphor particles. A phosphor powder is thereby provided which easily enhances the light extraction efficiency of an optical semiconductor device.
