PROBLEM TO BE SOLVED: To provide a method of decrypting images capable of efficiently decrypting images.SOLUTION: The method of decrypting images is a method for decrypting a code string 251 which is obtained by hierarchically coding images. The method of decrypting images includes: a step of decrypting images (S401) to decrypt the images from the code string 251; a step of decrypting information (S402) to decrypt a piece of first information which represents a number of hierarchy from the code string 251 in the hierarchical code; and a step of rearrangement (S403) for rearranging and outputting deciphered images by using a number of hierarchy represented by the first information. The number of hierarchy is smaller than a predetermined maximum number in the hierarchy according to the frame rate of the code string 251.
